The service was jointly funded by the Commonwealth of Australia Government (Department of Health, Housing and Community Services- DHH&CS) and the Northern Territory Government (Department of Health and Community Services- DH&CS). The Australian Red Cross Society became the sponsor body, responsible for the administration of financial matters.
In September1991, a Steering Committee was formed, responsible for policy and financial matters. The members of the Steering Committee, who had varied interests in the service provided, met on a monthly basis. Step Out became an incorporated association in November1993. The Steering Committee evolved into a Committee of Management and took full control of the service in June1994.

Its principle source of funding is through an Agreement with the Northern Territory Government's Department of Health. It has also received grants from charitable bodies and the local town council in order to enhance its various programs.

Step Out delivers community access, group and individual programs, as well as managing a respite house. This latter currently has supported accommodation for two service users and two-week blocks of respite for two additional service users. Each of these services encompasses a life-skills component that focuses on service user's empowerment and independence.
